The Military’s View of Counter-recruitment

Over the past few years, my colleague Scott Harding and I have been chronicling the counter-recruitment movement from the perspective of activists. In this article, I’ll take a different approach and focus on counter-recruitment as viewed by military recruiters. Although it takes a bit of work to find out what they think, military recruiters’ candid views on counter-recruitment reveal that many are concerned at the success of activist campaigns. There’s a strategic advantage to knowing where military recruiters’ vulnerabilities lie, for they give us a peek at the soft underbelly of the all-volunteer force and may suggest areas where counter-recruiters could focus more of their resources. And when military officers spend the time to write reports investigating counter-recruitment — even naming specific groups like Project YANO — activists should consider this a badge of honor. You’re rattling their cage a bit, forcing recruiters to regroup and rethink their strategy. Even though they’ve got all the money and power in this lopsided struggle, you’re getting into their heads.

A soldier works with a kindergarten student at Chester Valley Elementary School in Anchorage, Alaska.Recently, critics of school commercialism such as Alex Molnar and the Commercialism in Education Research Unit that he directs as well as the U.S. Surgeon General have taken note of just how fat U.S. students are getting.  For Molnar, who is one of the nation’s most prominent critics of school commercialism and other authors on his site (http://www.schoolcommercialism.org), childhood obesity must be understood in relation to the deluge of junk food marketing aimed at children and infiltrating schools (See Mission: Readiness).  The goal of these authors is to get the marketers and profiteers out of the schools.  For the U.S. Surgeon General, the goal is somewhat different.  Addressing the largest ever conference on childhood obesity in San Diego attended by Doctors, educators, and parents, Surgeon General Dr. Richard Carmona was quoted in the San Fransisco Chronicle,

"Our preparedness as a nation depends on our health as individuals," he said, noting that he had spent some of his first months in office working with military leaders concerned about obesity and lack of fitness among America's youth. "The military needs healthy recruits," he said. (Severson, p. 1)

The article noted that Carmona was careful not to assail the junk food industry for its part in threatening the national defense by flabbifying the nation’s chubby little defenders.

While the critics of school commercialism are correct to criticize the role of marketers of junk food for their part in commodifying every private and public space with health-harming products and slick advertisements for them, I want to focus here on theincreasing prominence of the discourse of security as it appears to influence educational policy and school culture but also participates in fostering the neoliberal agenda.

Indeed, under 10 U.S.C.A. § 503, the “Secretary of Defense is required by law to enhance the effectiveness of DOD’s recruitment programs through an aggressive program of advertising and market research targeted at prospective recruits and those who may influence them.”...

The military has conducted extensive research into the psychological and behavioral factors that influence teenagers to enlist in the military....The Defense Manpower Data Center (DMDC) administers the YATS to students annually so that changes in youth “demographic trends, cultural characteristics, attitudes, and educational attainments” can be tracked by the DOD to formulate recruiting strategies....

The military’s marketing campaigns emphasize patriotic themes and tales of adventure that appeal to teenage sensitivities, while downplaying the actual risks of war....

[I]n teens, the judgment, insight and reasoning power of the frontal cortex is not being brought to bear on the task as it is in adults.

The United States Supreme Court has also recognized the psychological vulnerability of children and teenagers in several landmark decisions. In 2005, in discussing why the execution of juveniles is unconstitutional, the Supreme Court cited “[s]cientific and sociological studies documenting the tendency of adolescents to make “impetuous and ill-considered decisions”; their susceptibility to “negative influences and outside pressures": and the "transitory" nature of their character traits....
